63. A proposal has been made to trim the horns from rhinoceroses to discourage poachers; the question is whether tourists will continue to visit game parks and see rhinoceroses after their horns are trimmed.

(A) whether tourists will continue to visit game parks and see rhinoceroses after their horns are

(B) whether tourists will continue to visit game parks to see one once their horns are

(D) if tourists will continue to visit game parks and see rhinoceroses once the animals' horns are

(E) if tourists will continue to visit game parks to see one after the animals' horns have been

Why the verb following "after" should be the present perfect? Even after reading the explanation in OG11, I still think present tense is ok too.

根据whether>if，排除DE

A proposal has been made to trim the horns from rhinoceroses to discourage poachers

就是说决定已经作出，

after their horns are trimmed似乎时态还是过去完成时更好，与前面对应

且参观的是已经被修剪去角的犀牛

窃以为这是一个proposal相关的虚拟语气，做出的是proposal而不是决定，描述proposal的内容的时候用了与主句的现在时对应的虚拟语气。

open to discuss.

我对解释中说的:since their could refer to either tourists or to rhinoceroses, it is inappropriately ambiguous whose horns are being trimmed感觉有点奇怪，根据就近原则their应该修饰rhinoceroses啊，再说从意思修饰人的话就更可笑了，这也叫ambiguous?

Since there is no referent for "one" before "their", so the closest word that it refer to should be "tourists". I guess... Please discuss..

一般现在式或一般过去时都表示事情发生了

现在完成式除了表达过去发生持续到现在或发生在过去对现在有影响之外，还可用在虚拟的语气之中
