1950年，第一类9起，第二类10%，所以总共10起（其中第一类9期，第二类1期）

1080年，第一类3期，第二类25%，所以总共4起（其中第一类3期，第二类1期）

结论：第二类伤害的数量未变

所以B错误

increases with 表明的是两者有共变的关系，并没有说一定两者都增加，也有可能是两者都减少的。
B是一个迷惑的选项。

sorry, disagree here. total incidences could go either up or down from 1950 to 1980. 9 in per 1000 is just showing percentage, not necessarily actually 1000 incidences.

i think jieyulike's makes more sense.
