Choice C just repeats the conclusion: institution of new regulations -> increase of city revenues. it fails to fill the gap between institution of regulations and increase of revenues.
new regulations -> more violations-> more fines collected(increase of revenues)
D is correct.
我也是在C和D中分不清楚。但是觉得答案讲得不是很模糊。俺认为Choice C 不是just repeat the conclusion，而是根本就是跟conclushion的因果关系相反了。文中是说如果new regulation 才revenues increase然后解释原因。而C是说只有revenue increase了才institute new regulation。显然是因果颠倒了。
大家觉得呢？？？
不是的．根据only if A, then B. B--->A. institute new parking regulations--->an increase in city revenues.即重复了结论．
