(B) dirt roads cost twice as much to maintain as paved roads do

(D) maintaining dirt roads costs twice as much as it does for paved roads（B）

(E) to maintain dirt roads costs twice as much as for paved roads

请NN指点，B选项中的to maintain有没有逻辑主语的问题呢？

应该是人来maintain吧，可为什么怎么看都让人觉得是dirt roads 来maintain呢？

真的可以这样想吗？

但是好多题里面都有因为逻辑主语错误而排除选项的情况呀，为什么这里要这么想？
