我想，这里考的一个是逻辑（for vs to），一个是平行（the intent of 和the credit of）。

就是说to do逻辑错了，变成了限制权威是为了借钱。

C逻辑意思确实不合理呀Most states impose limitations on the authority of the legislature
政府限制借贷款呀,不应该是政府设限制为了贷款呀,而且后面是说保护纳税人和政府的名声,如果政府设限是为了借钱,那不是损害名声吗,简直是在考逻辑嘛,
不过C中的limitations intended to protect.也很好
但E中the credit of 确实比较平行the intent of

还是支持Ｃ。可能结构上没有Ｅ平行，但是我不理解Ｅ是什么意思

我觉得C是对的。
taxpayer和the credit of G都是protect的对象，Credit不是和intent平行的。

c中limitations intended to protect部分是不是独立成分？省略了be动词is？即limitations （is）intended to protect。
因sb intend sth（1） to do sth（2）。

我觉得答案是C，首先本题有两个关键点：1）authority of legislature 后面应该用to/for，根据牛津高阶里面的解释，用to比较好；2）with the intent of的用法对否，正确的用法应该是with the intent to do sth, with the intention of sth.因而答案应该是C

这道题选C。
limit 的固定用法是limit sb. to do sth. 名词形式的limitation也应该保留动词的搭配，故前半句应该是impose limitation on ... to do.
个人认为，C和E中limitation...都是同位语结构，intended to...和with the intention of ...都是正确的。
至于前面15楼提到的平行结构，实际上protect的应该是 taxpayers and the credit of the state government，而不是the intention of 和the credit of平行。

umm...個人認為limitation的固定結構是limitation on something. (這題的別一個固定結構是impose something on someone/something)
Most states impose limitations on the authority of the legislature.
之後的for borrowing money在修limitation, 意思是limitation在borrowing money方面
一般to是用來表目的.
to borrow money沒有可修對象.
如果說修most states, most states不會去borrow money
如果說修limitation, limitation不會去borrow money
如果說修the authority, the authority不會去borrow money
如果說修the legislature, the legislature不會去borrow money

顶上来，我觉得E还有个不对的地方就是limitations with the intent of，limitation不能自己去with吧。intent是人发出来的动作.
而相比C就好多了，因为C里面limitations成了被动请的受动对象
我这样理解有偏差吗？

这题牵扯不到习惯搭配吧
这题看到同位结构就优先看了，后面未划线部分and后接n.短语，自然排除C
再看下其他的，a有being，b，d 的which修饰money错
就选e了

我倾向选C 在韦氏词典里查到intent 的用法 例句正好如下
- The intent of the law is to protect consumers.
- He was charged with assault with intent to kill.
所以 E应该是with intent to protect

所以，intent of doing 和 intent to do 都是可以的。

补充一点，Ron说"With the intention of"只能用于人或者人类团体（比如政府，公司），而E这里是limitation。所以选C
