Because "In rural areas of the state, there are relatively few retail establishments and government offices that are open to the public." is true, the petition do nothing in the aeras mentioned above. Thus, whether the petition is passed, the situation, no matter in urban, suburban,or rural aeras, would stay unchanged.
So, the petiton mislead the voters apparently.

自己又想了想，觉得答案E是对的。
题目是这样的。
这个州的所有城市和大多数城镇都有antismoking ordinance.
而文中的petition是要支持 a state law banning smoking in retail establishments and in government offices that are open to public.
他们问人们这样的问题：do you want to sign petition for statewide smoking restriction? 因为地方上都有local ordinances，所以这样的问题容易给那些认为此举是为了将local ordiances statewide误导。
E选项说这个state law 并不影响那些local ordinances banning soming in places where smoking constitute a hazard.也就是说如果一个地方上有以上这种local ordinances，就不会有这个statewide law,那也就给原以为是要将此法statewide的人以误导。
也不知道说了这么多说没说清楚。打个简单的比方吧。
我看到街上有人举牌子“petition for statewide smoking restricition" 我心里会想是要把这个禁烟的法律在全州实行。当有人问我：你是否愿意为this statewide law签名？我正在想既然是推广到全州的，那我就签。（不过也有人虽然和我想法一样，但是可能不签）岂不知被告诉，原来这个法律不会影响到那些在当地有一种禁烟法律的地方。那这个statewide的法律就和我原来以为推广到全州实行的意义不同了。
B应该是无关的，这个并不影响全州的实行。有的地方多这样的场合有的地方少也是很正常的。
C这个其实是消除了misleading，文中说的是此法的extending statewide,就算有些地方法有更严厉的要求，那现在都统一用这一个法了，达到了statewide的目的了。

我也觉得应该是B，因为题目中说petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public.
而选项B说In rural areas of the state, there are relatively few estaretail blishments and government offices that are open to the public。注意：题干说 all cities and most towns城镇大多已经有了禁烟的法规，而B说农村地区 few estaretail blishments and government offices，而要推行的法规恰恰是适用于上诉两个地点的，所以法规根本没有多大效果，misleading

几乎没有不等于可以不立法，B应该是不对的。
应该是E，梦不落解释得对。
其实这道题不难，关键在于对问题的理解上。circumstances would make the petition misleading to voters who understand the proposal as extending the local ordinances statewide
有了E的背景，就是说明local ordinances还是local的，而没有被statewide。
