So, the petiton mislead the voters apparently.

B应该是无关的,这个并不影响全州的实行。有的地方多这样的场合有的地方少也是很正常的。
C这个其实是消除了misleading,文中说的是此法的extending statewide,就算有些地方法有更严厉的要求,那现在都统一用这一个法了,达到了statewide的目的了。

而选项B说In rural areas of the state, there are relatively few estaretail blishments and government offices that are open to the public。注意:题干说 all cities and most towns城镇大多已经有了禁烟的法规,而B说农村地区 few estaretail blishments and government offices,而要推行的法规恰恰是适用于上诉两个地点的,所以法规根本没有多大效果,misleading

应该是E,梦不落解释得对。
其实这道题不难,关键在于对问题的理解上。circumstances would make the petition misleading to voters who understand the proposal as extending the local ordinances statewide
有了E的背景,就是说明local ordinances还是local的,而没有被statewide。
