Have read this before,actually have read pretty many similar papers recently. Everyone has its methodology, obviously; however, doubt the reliability of such methodology. For example, publication is one big factor. Everyone knows that some guys would like to lay back after tenture and consequently fewer publications from them. Yet, that they don't publish papers doesn't mean they are not active in research, and actually they still can help PhD candidates in seminars or like. Of course, in this paper, editor is one factor, but editors are jammed into handful schools, so I believe this factor might be better substituted by reviewer. And this paper carries too much weight on the size of the faculty.
