学校给了 $20，000 但INTERNATIONAL OFFICE LETTER 上生活费要$27，000 多 ， 看来自己还要想办法提供资金证明 是吧？
大家的情况是怎么样的现在？

I think you need to give them a financial proof of $7,000.
In NYC, I would expect your living expense to be around $1,200/month for a decent life. After tax refund, $20,000 might leave you $18,800. After insurance and fees, it might be $17,000. So, you still have bit more savings.
Check Craigslist to gain some ideas regarding the rent market. Basically, rent might be $700 (not for studio or 1 bedroom though) for a decent sharing, obviously you can squeeze yourself to save money. Metro Card is $76, cell phone is $50, and food expense varies. NYC is the best location to buy fashionable dress, but you cannot fina an outlet.

For I-20, there are some technical tricks involved. As a matter of fact, you only need to prove 2 terms' tuition and 9 months' living expense, insteas of 12 months, as the summer can be excluded.
However, I don't think it is worth taking advantage of such tricks. 6000-7000 is not a big deal, dudes.

我开始怀疑自己的理解能力了！ INTERNATIONAL OFFICE 的LETTER 上是这么写的 ：

这说的是不是包括学费啊？

For us, we cannot get new I-20 until we transfer our SEVIS files, so we might not be able to see the I-20 at this moment.

It may include both tuition and living expense. Check it out with international office first. If that is the case, you are fine. If not, you need to talk phd coordinator at Baruch, I think.
