前提1：create的工作多余 eliminate的工作

前提2：新工作工资高于the average pay for jobs citywide every year

结论：average paycheck稳步增长。

如果D对，根据前提2，则create的工作不但多余eliminate的工作，工资还比它高。不就说明结论吗。
