885-6-23. Constance Horner, chief of the United States government’s personnel agency, has recommended that the use of any dangerous or illegal drug in the five years prior to application for a job be grounds for not hiring an applicant.

(A) the use of any dangerous or illegal drug in the five years prior to application for a job be grounds for not hiring an applicant

(B) any dangerous or illegal drug, if used in the five years prior to applying for a job, should be grounds not to hire the applicant

(C) an applicant’s use of any dangerous or illegal drug in the five years prior to application for a job be grounds not to hire them

困惑：“grounds for not hiring an applicant”中hiring的逻辑主语应该是company之类，和that从句的主语不一致，不需要不出来么？

我句话的意思是

某权威认为申请人五年内吃了乱七八糟的药是不雇佣申请人的理由。

这句话的意思没有问题，但请问“雇佣”这个动作是谁发出的呢？

这里hiring是动名词，不是分词，所以不必去找逻辑上的主语

如果确实需要找一个，在没有上下文的情况下，我觉得就是United States government

谢谢！可能是偶钻牛角尖了，但是这个结构挺容易和其它结构混淆起来，比如prevent sb from doing sth
