I choose A for this one but the right answer is D. Can anyone help me on this one?

我是根据COLLECT FEES ,,,FROM 选的D,但对SO LONG AS 用法知道不多so long as the groups given money are  也不太明白准确意思

The meaning of the sentence is to specify the fact that the school are allowed to collect money from students who reject to pay the activity fee.  The original sentence only indicates that the school is allowed to collect money even with students' objections.  The answer, however, points out "from whom" and at the same time maintain the original meaning of objections.
"So long as" and "As long as" can both be used in this sentence.
"Even from" is the not key factor here.

do not have "even with" or "even from",  "with" or "from" is connected the verb in front of even.

In this question, "collect from"

Compared with the other, natually, D is a better choice because of the structure---collect...from..

However, it is not flawless. I suggest adding a  preposition to after given money.
