答案是A,

解题思路:

(1) 因为要求对称,题目中划线后面出现……..and that……,and 要求对称,and后面出现that,所以and 前面也要有that

(2) Agree that……that引导宾语从句一定要有that

思路(2)我听明白了,记住就可以了,但思路(1)没听懂,请指点

刚才在bananaMM的帮助下想明白了，为什么前面有THAT ？

agree that there is waste in government and that the government as a whole spends beyond its means 在and前面的和后面的都是agree的两个并列宾语

因为AND前后的成分对称性，所以AND后面的从句由THAT引导，则AND前面的从句也必须用THAT引导。

新的一个问题请教：

这句话是什么意思？？However much 是什么意思？？？

新东方老师讲much是语气副词，在句不修饰任何词，However相当于no matter how ,However是强烈的语气表达，我怎么不太明白？？
