同意those是指代decisions
但是没道理说助动词have就可以省啊
比如说 A have had a bigger influence than B have 是正确的
A have had a bigger influence than B 我认为就有问题,因为这好象是拿A的influence和B去比。
而且根据白勇的《语法全解》P108. as 或 than 引导的比较从句中的省略原则3
主句谓语动词短语使用助动词(如have, has, had ,will)或情态动词(can, could, may, should)+ verb形式时,比较从句往往省略verb,保留助动词或情态动词

因为单独从句子上来说,可以认为E是比较宾语。考试的时候不会出这么模棱两可的答案的。
当然,也可以强行认为those无法指代宾语的单数名词。

我认为这道题应该遵循2个原则:
1.比较时将自己排除在外。D中any chief justice包括了John Marshall,如果要将the decisions of John Marshall与其他人的比较,要把John Marshall排除在外,因此必须是any other chief justice。
2.在同样正确的情况下,补充动词的选项更优。D中存在其他错误,因此即使补出动词正确也不能为正解。
