why not choose B?

why uses 'where' after 'states' rather than 'that'?

sizable　可以修饰　wolf

也可以修饰 population

如果用that也要用成 in which

I think there are two problems in B.

1. sizable wolf population----unclear. It may confuse people as to think that wolf is sizable.

2. "where" has no clear reference. OG says:

In choice B, the omission of and illogically makes the where ... clause modify wolf

population rather than Minnesota--that is, choice B says in effect that the wolf population is where the wolf

remains the archenemy of cattle and sheep.
