请问，如果是当时市政当局允许把Phosphates倾倒进五大湖，但是1972年的agreement（不是禁止倾倒的协议，而只是限制倾倒的协议）只是减少了amount，而不是禁止了dump，那么allow的时态应该是什么样的呢？

1、省略了identify
2、只能根据这句话的语言场景来判断，感觉上在这里用排除法更好，否则容易把自己绕进去，也许一直到现在都ALLOW呢。除了明显的生活事理、客观规律，可能尽量保持题目假定的场景去判定时态比较好。个人观点。

allow的时态肯定是发生在agreement之前的.又因为agreement是1972年发生的是过去时,所以allow必然是过去完成时了

No! an amount of can modify countable or uncountable nouns.
Ex: 大全511

但还有一点不明：
an amount of 和 the amount of 一样吗？
您举的511，不正好验证the amount of 只能接不可数名词吗？

Yes!
Most of the time, we see "amout of + Uncountable Noun".
But it does not mean it can't follow countable noun.
I think you may try to search on gemj's great work, reading 2772.
There are few examples.

Normally,
you use "an anount of"    with  plural verb
           " the amount of"  with singular verb

sec14－19，楼主，英雄所见略同。偶觉得C比A好。


按照A的时态，逻辑上就有问题了：这个agreement禁止以前倒P物到大湖里面的量。

不可以用现在完成时吗?表示过去发生的动作延续到现在

Section 14-19的答案是不是要更新一下了，11版OG的答案是D，因为are allowed to dump是持续到现在的动作。这里的时态要求是跟平常的simple past套past perfect不太一样。我看见11版新题的帖子里面是改了，不过这里也提醒一下跟我一样在复习的新手吧，免得弄混了

那就是说这个to不是和前面to identify中的to所对应咯？？，可是总觉得不会无缘无故出现这样的省略吧，难道不该与前面的to所对应吗

 'reduced' indicate that the agreement is legitimate at a certain time point in 1972, and the motion of 'reduce' does not last till now, whereas the agreement itself is still legitimate now.

OG答案是D，我觉得A的逻辑含义不合理，因为不可能减少已经排放进五大湖的phosphates的量，已经排放进去的东西怎么可能减少呢？！

所以A不对，D中的一般现在时表示一种一般状态。

所以D是正确答案

其实逻辑上来讲A是行得通的，这个法案从1972年开始生效，减少了允许排放进五大湖的phosphates的量，这个量是在以前被允许的，发生在1972年之前，用past perfect完全可以。但是正如ls某位同学所说，这个法案至今都在生效，直到今天被允许排放的量都是减少了的，所以用现在时表达现在一般的情况。个人觉得这个题目出的不好，其实两种解释都行得通的
