请问OG208题正确答案中" tissues not normally found"是不是过去分词的否定式用法?

Teratomas are unusual forms of cancer in that they are composed of tissues such as tooth and bone, tissues not normally found in the organ in which the tumor appears.

I am not ban zhu. This is just my personal opinion.

I think "not normally found" is negative form of past participle modifying "tissues". tissues not normally found is appositive modifying "tooth and bone".
