to his own time决定了用过去式

主语的一大堆and决定了用复数形式

ours决定了用现在时态

至于they are，我觉得加上使句子表达更精确吧

In E, while the plural have agrees in number with the compound subject, the use of the present perfect tense (have been) is inappropriate for characterizing the effect of Eakins' work in his own time.

og 的讲解是这样的。in his own time 和不能用完成时有什么关系呢？

为什么ours决定了用现在时态呢？

our (time). time is omitted and understood, so that means now.

And OG made a very clear explaination why the first one needs to be 'were'.
