why not choose E???anyone can explain??

Base on is generally followed by a noun. For example, "based on a true story, based on a study, or based on what we know." Comparsion sounds more natural than comparing.

not pretty sure!!! You should double check.

gerund should be used to modify a preceding noun.

But in this case, the preceding element is a preposition.
