题目问一个担心confidential information被误用的人会最想进一步澄清什么信息。

Author说不用担心的理由是all personal information gathered through this system would be held strictly confidential, to be released only by authorized personnel under appropriate circumstances. 所以需要进一步解释的就是under什么样的circumstances信息会被透露出去。

其它几个选项都和misuse of confidential information没有关系。
