I think A is a perfect "other reasons" type of answer, without any demerits.
It means the lower accident rate of three-tailer trucks is not because of its own merits, but becuase of its cautiousness -- It only travels in those sections of highway where traffic is less than usual. If it travels in normal sections of the highway, it probably will be as dangerous as the other two type, or even more dangerous.
