很抱歉，又开了一个帖子，原来一个帖子我没看到，不要骂我浪费资源，



但是这题确实困扰了我好几天。

这题是支持总统的，认为他是公正的。clearly motivated by sound budgetary policy, not partisan politics.


B The scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party


认为那些预定的工程，后来被认为浪费的，不是在总统的党派控制的区域内。


不是刚好说明总统是偏袒自己的党派，认为总统不是公正的，是一个削弱。


E 是我唯一可以找到一定假设关系的。



请高手指点迷津。headache

E肯定不对，因为取非之后，REPORT被在野党认为是中立的，是加强，更加说明总统的公正，没有削弱结论。


B取非后：被认定有污染的项目通常在执政党管辖内，好象也是加强啊。不懂


还有，17-19的讨论连接在哪啊！！！

快考了，我要抓狂了。

I think the answer is D.  And 4th floor is right, E is very wrong.  In order for E to be right, we have to change:



  1. Reports by nonpartisan auditors are not generally regarded by the opposition parties as a source of objective(subjective) assessments of government projects.

这题好象是支持，而不是削弱。怎么楼上的好象都在往削弱方向讨论，是我犯了连题也没看懂的错误吗？大家再帮我看看呢？

假设，就是缺他不可，只有满足了假设，结论才成立。同样，假设不满足，结论就不成立。（想想物理定理啥的，都还要在无外力作用下才适用呢）


文中的结论是：总统是公正的。 如果要找出结论的假设，就看没有它结论是否成立。我们把所有选项都取非，看没哪个会造成总统是不公正的。


B取非后：被认定有污染的项目几乎全在在执政党（总统）管辖内。结果总统居然取消的项目90%都是反对党的。说明他有偏见。削弱了结论。

D的谁比谁更expensive的确不是关键。。


关键还是在为什么反对党的project要占被裁掉的90%。

ASSUMPTION, DENIAL TEST：将选项取非，原文结论不成立，则为正确选项.

假设是取非后使原文一定不成立，只有B是，所以应该选B

B 说的是，总统做了个决定，这个决定要处理的对像，正好是在在野党的底盘里，真是不幸。并不是总统找茬，因为那些要被处理的对象本身的确应该清理。

E 无党派人事的报告是不是被反对派认可并不影响总统的决定是否客观。

题目说总统没有偏心因为虽然90%取消的计划在反对党的领地，但是报告有污染的却没有取消的计划也不全在总统的势力范围。这就说明总统取消计划不是看谁的管辖范围而是出于其他因素的考虑-budget。答案就是C
