which one is better, HEC or Rotman in Canada? If I want to immigrate to Canada, which one should I choose?

Emmigration to CA? Go to Rotman. It is self-evident.

Exactly, Rotman is a bit high due to the reputation of U of T...and very inflexible

with the notorious TWE policy.

Rotman is a finance school while most recuiters of HEC seem from industry.

HEC is also very famous in the Canada French speaking area.
