I am familiar only with business schools. It is more difficult to get into a PhD program. This is due mainly to a supply problem. PhD places are fewer. Consequently, the acceptance rate hovers around 3 to 10%. For 10% acceptance rate, this will be at schools that are ranked signifcantly lower. This compares unfavourably even with top tier MBA programs, which might have acceptance rates around 20%.
I believe this pecking order generalizes to other disciplines as well. Therefore, it is easier to get into a master program.
Having said that, this could actually be an apple to orange comparison. People suited for a doctoral program are not necessarily suited for a professional Master program. So the broader answer is dependent on your personal profile.
请问楼上的,your last sentence mentioned personal profile, so what kind of personal profile is suitable for master and what kind of personal profile is suitable for PHD?

In my opinion, PhD programs are on academic side and therefore expect people with strong academic background, while Master's on professional side, and therefore pay more attention to your work experience.
