猜一下啊：

Q21 但对提问的意思不是很清楚，是说：下面那个选项如果为真，最能provides the most reason to doubt the president的计划么？这里doubt是说成为这一plan的疑问，也就是阻碍么？

但又说如果实行的话(是说实行这一更改：工作时间全部改为10h/day,4days/week)，能够达到预期的目的（increase overall productivity）？
