并且前面有人说encourage可以和allow平行,我觉得不是的,从意思上说,它只能和establish平行.如果和allow平行,那么to encourage也该是that定语从句的一部分了.

言下之意that引导的是限定性定语从句啦~因此不能省略
而这道题中，famers will be allowed to grow对于the amount of grain来说没有限定性的意义
因此that可以省略~我是这么觉得的：）
