B,我怎么看都觉得有歧义,可能是说J unions in the US, 在美国的日本公司

选B可以明白. 可是OG的解释里说, E选项不对, 第一是因为没有把对比短语前置, 第二是因为"reluctant must be followed by an infinitive (to organize)"...这是为什么啊? reluctant about doing 为啥不行呢?
