Why the answer is D but not E? just for the reason of support for V.ing structure?Thanks.

用不定式表目的是最恰当的。

应该是考察provide的用法吧：

provide的用法：provide sth. for…为…提供…; provide sth. with sth. 为…供应（装备）…
