政府的老年人津贴增加20%（忽略通货膨胀因素，且增加的津贴发放到位），但许多老年人并没有因此得到财务上的改善，因为——

1）他们仅靠政府津贴（总收入=政府津贴，政府津贴增加，则总收入必然增加）

2）该地银行效率低下，津贴支票需要三周才能兑现。（时间长，但不改变总收入，注意不考虑通货膨胀，因此也无需考虑时间价值）

3）他们所购买的东西再通货膨胀期间的涨价尤其快（他们购买的属于必需品，因此通货膨胀的影响大，但已经说了不考虑通货膨胀）

4）在低于最低保障的老人数量持续高涨时，津贴增加了（文不对题，无关）

5）该地区的孩子一般都补贴他们的老爸老妈，但只是补贴到他们一个舒适的生活水平。（总收入=政府津贴+孩子给的补贴，孩子给的补贴是变量，以保证总收入一个稳定水平。因此，政府津贴增加，孩子的补贴就减少了，总收入不变）
