C的意思是说,我们既应该看到无房居住的确是一个严重的社会问题,但是它又不是因为现实中没有房子,所以说既肯定了这个命题,有否定了是因为 there is no lack of housing units available to rent

politician recognizes homeless is a problem, and suggests the reason for it is not lack of houses for rent. so homless is a problem is just a statement, it's neither a premise nor conclusion. rejecting it or accepting it does not weaken or strenthen the argument, that's what C) is talking about. E) makes it a premise, which is wrong.
