题目说government-provided pension提高了20%，但很多elderly citizens are no better off financially，然后问你为什么。

E说，这些老人的子女通常会给老人生活补贴，但刚刚够他们生活舒适。言下之义，当政府补助提高后，子女的补贴相应减少，仍使老人们生活刚刚够舒适，所以no better off financially。

我觉得，children不是子女的意思，是小孩，儿童的意思。

children 相对于parent而言
