138 require 可是是虚拟也可以用require to do 如果用虚拟，则应该是 that employers retain all older workers 这里用了被动 而且直接用employers to retain all older workers简洁些

to do 是动词不定式，当然不是虚拟拉
常见的用法便是：demand sth 或者是：sb is demanded to do sth 作者: merlion 时间: 2003-9-11 00:23
查了一下， 没有demand x to y. demand: to ask for urgently or peremptorily.
