answer is C
My question is :what does "they "refer to? if "they" refer to consumers ,then consumers are free of damage claim? 为什么even if 的主语不是 price

Here, "they" refers to consumers. You can not say "price is free of damage claim and moving violations", because "damage claim" and "moving violations" are actions of a person.
It is not very hard to exclude A,B,and E. But, actually, I am confused with C and D. The only reason I can exclude D is htat "may" is added, changing the tone of the sentence. But.....

Thanks for your answer.
I am not hesitating between c and d .Cause I thougt D use" maybe "to present an assumption.Answer C use "are "to present a real condition .And actually, consumers have such right. Am I right?

因为这个句子的主语是price阿,如果从句的主语和谓语你都不补出,那说明这个从句的主语和逐句的主语是一样的阿,那就是price。但是price在逻辑上是不对的,所以A 错误。

GMAT里面有讲到although不可以方在句子中间吗?
词典里面随便查一下,都可以找到although位于句子中间的例子的,C关键还是改变了语气

(E) even if remaining这个选项我有点弄不清,是因为如果用了remaining ,那么这句话的主语就变成了price 了吗?还有其他的原因吗?比如说不可以随意增加词remain?

In the problem. if the driver is a 100% good driver, insurnace still gets more expensive - thus there is other reason for the price adjustment.
So C is definitely right. for D - may be is meaningless.

free of-not having or suffering from something unpleasant
即:不受某事物影响
A even if是完全可以的
这里是状语从句的省略,从句中省略和主句主语相同的主语,同时省略系动词

D is correct as 代词"they" refers to "damage claims and moving volations". "although"引导了一个倒装,可以这样来理解这个转折短语although damage claims and moving volations maybe free.逻辑上,price不是 free的,claims是free的。

26楼的mm真是厉害...倒装也得讲点规矩呢,有点胡来了...其实句意明白助于没啥好说的,是consumers,保险么,claims 是索赔的意思,moving violation 是故意造成损失的意思,然后就清楚多了
即便是这些consumers 又没索赔有没故意的造成损失,保费还是上升了(正常来说不出险保费应该下降的) price 当主语说不通
