请问tie to the prime在这里是什么成分？为何可以作为主语？

tied to the prime不是主语，主语是the interest rates。这个句子是倒装句。正常语序是：the interest rates…are tied to the prime (lending rate)。因为主语后面有复杂的修饰成份，所以被后置了。

借用一下阿童木的帖子，继续问，按OG的解释，C/E两个选项只缺少了on，是不是增加了on就可以了呢？感觉还是会有歧义的。

看了Gemj，才知道這題原來是這麼寫的，以前只是用on來解題，真是只知其一不知其二呀

但cranberry的說法，我覺得加了on還是沒有辦法像B的原句那麼漂亮，not only, but also 是補充形容the interest rate，最後再接"are tied to the prime", CE還原後還是會有歧異

请问一下gemj及其他的nn, B为何要倒装，是因为not only的缘故吗？但窃以为，此处的not only是连带on做状语修饰，这也需要倒装吗？谢谢！

我觉得最主要的原因是原句企图倒装，为了保持原句的语气，我们也需要找倒装的选项。

当还原为正常语序后，就无比理解为什么ETS需要将句子倒装

(B) tied to the prime are the interest rates not only on most loans to small and medium-sized businesses, but also on（倒装结构，not only on 与 but also on对称）

是这样倒装吗？

我总是对部分倒装和完全倒装搞不清楚。
