Press Secretary:  Our critics claim that the President’s recent highway project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties.  They offer as evidence the fact that 90 percent of the projects canceled were in such districts.  But all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors.  So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics.



Which of the following is an assumption on which the press secretary’s argument depends?




  • Canceling highway projects was not the only way for the President to punish legislative districts controlled by opposition parties.

  • The scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party.

    大概的意思是说反对党也认为nonpartisan auditors 是公正的。所以说计划是浪费不是乱冤枉人。结论能站住脚。


    如果取非,那就是说计划浪费的报告被反对党认为是故意整人,好像结论就有些站不住脚了。

    结论是根据auditor报告得出来的,自然就从auditor身上找答案咯。

    目的要说明The president'decision is fair.原文说被判断为wasteful并被Cancel的项目的决定是公平的,B说那些同样被判断为wasteful但仍然坚持上马的项目(scheduled highway projects) 并非都是President’s party 的,很好的加强目的。

    是选b e不对是因为它说反对党认为无党派人士的话不足为证,这只是他们的想法, 如果事实上无党派人士的判断是公正的话,还表明总统的做法是有理由的。

    E is not an assumption. If E is true, then the conclusion is TRUE.


    B is best. Although 90% of cancelled projects are in the control of opposite party, it can still show fair-play of the president if most the scheduled projects are in the control of the opposite party.

    先开始和SHAOHELI想的一模一样,但仔细看才知道其实是反方案"不"认为第三方审计是公正的,这样一来就对原文没有帮助了.  所以还是选B.   我觉得用集合图能帮助理解.  拙见.

    这题真的要选B么?B的意思真的就是之前的朋友们分析的么?请大家读一读下面两句话,看看里面的意思区别在何处?

    我的理解:

    1。那些在报告中被认定为浪费的但通过了总统裁决的高速公路工程不属于总统所属党派控制区域的大部分的工程。潜台词,这些工程属于总统统治地区,但算不上是主流工程。

    2。那些在报告中被认定为浪费的但通过了总统裁决的高速公路工程大部分不属于总统所属党派控制区域的工程。这个应该是大部分朋友理解的意思。

    再来看D:

    这个题目问得是秘书所依赖的假设是什么。那么我们就要先看看秘书在题目里面为了辩护而做了些什么,他只做了一件事情,就是说所有(100%,不分敌我)的被否决的工程都是由一位公认的受尊敬的无党派人士判定的。判定的依据就是因为这些工程无不浪费(金钱)。

    那么要使秘书的话具备说服力,就应当指出来总统所属党派的被否据的工程在花销上不应当比对立政党提议的工程的花销高。既然自己的工程只要花费1000万就能解决却仍然被认定为浪费而被否决,那么对方的需要耗资2000万的工程被判定为浪费就不能够被盖上党派打击的帽子了。

    D如果取非,就是总统所属党派被否决的工程都比对立党派的来得斥资高昂,那么把对手相对斥资低廉的工程判为浪费就有些站不住脚了。

    2.CANCELLATION PROJECTS WERE IDENTIFIED AS WASTEFUL IN THE REPORT --> PRESIDENTS CANCELLATION WAS FAIR.

    THE GAP THEN IS BETWEEN :

    1.DISTRICTS CONTROLLED BY SOME PARTY

    2.CANCELLED PROJECTS IDENTIFIED AS WASTEFUL IN THE REPORT.

    SO CONNECT ABOVE 2 POINTS UP, IS THE ANSWER B.

    E)CHOICE IS HERE TO CONFUSE US. WHEN WE FINISH READING THE PASSAGE ,WE WOULD THINK THAT THE REPORT BY NON-BIASED PEOPLE IS ACUTALLY BIASED. SO WITHOUT CLOST AT IT, WE WOULD CHOOSE E). HOWEVER, LIKE PEOPLE HAVE SAID, E)IS ONLY OPINION FROM THE OPPOSITE PARTY,AFTER NEGATION,  DOES NOT WEAKEN THE ARGUMENT.

    反对党认为总统实行partisan politics,论据是取消的项目当中有90%都属于反对党管辖的区,Secretary的论点是总统实行budgetary policy,论据是所有取消的项目都是因为无党派人士的报告认为那些项目是wasteful的,言下之意就是在无党派报告中认为是wasteful的项目中有90%都是反对党的项目(相当于B),而B取非的话就是无党派报告中认为是wasteful的项目大部分是总统所在的党派所管辖的地区,那么结论将是总统是partison pollitics,因为总统包庇了自己的党派,punish了反对党

    我不同意,我觉得B不是press secretary论点的一个assumption,至于在总统所在党控制的地区那些project是不是被判定是wasteful对他的观点不存在支持或削弱作用。

    但是E也是不对的,我个人认为是给出的选择答案有误,应该把E中的NOT去掉,即所谓的第三方的公正是由两党同时认可的。只有这个assumption成立,press secretary的观点才成立。否则,如果反对党不认可第三方判决结果的公正性,那一样不能支持总统没有借机削弱反对党控制地区的说法。

    请大家讨论下。

    我的思路是这样,望NN指教~~(结束语前置,侧重内容!)

    PS说:P采取的取消政策是为了报复P',证据是90%的取消政策发生在P’控制的地区

    AUDITOR说:ALL取消政策都是因为浪费(也就是说90%在P'下发上的政策都是因为浪费)

    结论:P采取政策是因为钱的关系,不是因为政治关系

    A:取消政策不是唯一方式(无关)

    B:预计实施的浪费政策不是P的主要政策(取非—预计实施是浪费的政策,即P并不在乎钱多少,与结论否)

    C:取消政策占大部分(无关)

    D:发生在P控制地区的取消政策(expensive)< P'控制地区取消政策(expensive)(取非:P区更多取消政策,就是因为钱。取非结论成立,不对)

    E:AUDITOR不是真的关心……(无关)

    所以B对

    用LAWYER的方法很好排除E:

    对于ASSUMPTION的题目,碰到有混淆的答案是用取非发排除,即:若选项取非,原文结论不能成立,就是正确选项.

    在这里将E取非,原文结论成立.则不是正确答案.

    B是答案这没问题,但仍有疑问如下:

    题干:被砍项目中,90%属于反对党地盘;    所有被砍项目都是wasteful的

    那不就已经很清楚说明:要砍的wasteful 项目多数都在反对党地盘上,而不在总统地盘上么?这里有gap么?感觉不存在什么assumption,B: The scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party  不就是把题目又重复了一遍么?

    请赐教。
