    这种题是排除原因题,文中说prison population has increased,既不是由于an increase in the number of criminal cases brought to trial,也不是由于an increase in the rate at which convictions have been obtained,所以原因是percentage of people convicted of crimes who are being given prison sentences is on the increase.这种推理在AA中常出现,即只需找出其它原因导致prison population has increased就行了.C说的是增加了最低的处罚年限,当然就会使监狱里的犯人增加了.
