题目意思是:17世纪的后半叶的人口普查是完整的,因而发现人口数是降低的.而另一个事实是,每5年税收增加一次.由于有把人口报少的经济激励,又有报少的可行性,所以可以推测,其实人口并没有少,只是上报数字减少.

看得出来,前半段黑体是一个事实,通过推理可以得出后半段黑体的结论,而不是与结论矛盾,因而选C
