C is the correct answer.

不太清楚为什么polarize是用复数，medical community不是单数吗？还有后面的those指代是谁呀？

我觉得5个答案都挺烂的。

A. 为什么polarize是用复数? because discussions is 复数.

B. It's discussions polarize, not medical community.

C. those指代seeking to control the cost of malpractice insurance.

同意2楼的说法,是discussions使这两部分人两极分化,而不是medical community,有个跨越指代的问题.这只能通过句意来理解.
