顶一下, 个人认为E答案也有点问题,因为的the rules in local elections 应该不是the rules in national elections, 那么than后面用they 指代,是不是犯了米和麦中的蛋白质那题类似的错误呢。

问,我不可以认为是省略了(the rules that govern)吗?如果没有E的话,D能不能选呢?

句子中的The rules,local elections,national elections都是复数名词,两个they指代不明,所以A错

B中的they也是指代不明

Cthan前后的内容不对称

D 针对lydiar_020的解释,我觉得不能看作是省略,就算要省略也是省略the rules,怎么能把主语和定语从句的一部分省略呢?可以再考虑看看

E 应该是最合理的答案了,they指代the rules, than前后结构也对称
