顶一下， 个人认为E答案也有点问题，因为的the rules in local elections 应该不是the rules in national elections, 那么than后面用they 指代，是不是犯了米和麦中的蛋白质那题类似的错误呢。

句子中的The rules，local elections，national elections都是复数名词，两个they指代不明，所以A错
B中的they也是指代不明
Cthan前后的内容不对称
D 针对lydiar_020的解释，我觉得不能看作是省略，就算要省略也是省略the rules，怎么能把主语和定语从句的一部分省略呢？可以再考虑看看
E 应该是最合理的答案了，they指代the rules, than前后结构也对称
