C. but not of other nonhospital services, for which beneficiaries must pay 20 percent of the costs，让人理解成beneficiaries pay 20% of the costs (of other nonhospital services) for other nonhospital services，这样就不符合逻辑了。

简单的说有打逗号的现分分词(V-ing)不可以立即修饰前一个名词。
