觉得that不应该指代多个词，否则，它想指代谁就指代谁，那还怎么说的清呢？果真如此，岂不就基本没有指代错误了。
另外，all只是顺便考虑，此处不该作为第一类因素考虑的。不过，逻辑上用all确实不太平行（by vehicles ），也似乎有点逻辑错误（太强调all，感觉有点所有的车辆，不管马路上跑不跑，都有污染似的）。
还有，觉得b中的副词位置可以接受。

我认为两道题都应该选D。
第一道主要是逻辑搭配问题，还有两个分句必须有AND连接，so that 不可以作连词连接两个句子吧。
第二道更明显是D。“that emitted annually by all” 此中that 替代了the total amount of pollutant，这部分正好跟前面重复，用that 替代再简洁不过，结构上也跟前面对应部分对称。 E 恰恰破坏了by...这个部分的对称，所以肯定错。B的错不是annually位置的关系，而是后面比较对象的主语没有了。

因为allow在这句中的意思应该是MAKE SOMETHING POSSIBLE，则应该用allow somebody to do something，比如A 24-hour ceasefire allowed the two armies to reach an agreement.
