应该是A。因为选择C的话，which指代的是the oil industry,但是根据意思来后面半句应该是补充前面整句话。动名词作伴随状语可以起到这个作用。所以选A。

伴随壮语是对的。但是选A是错误的。因为伴随壮语因该有逻辑主语，选A的话逻辑主语就成了主句的主语了，该题逻辑意思不对。

偶认为C中的which并无指代问题，因为就是指代industry的，所以没有歧义。而A中saying作伴随状语，应该修饰主句主语proposal吧，明显是不对的嘛

B中的they say显然不是指 restrictions, 因为它不能say,只有指The Environmental Protection Agency. 不要觉得这是个单数名词,不能用they指代,其实这是一个单数形式的复数名词.

主语核心词proposal，谓语动词应该用单数，排除BE。

根据逻辑意思判断，是谁说“这么做会使国家燃料供给问题恶化”，显然是oil industry。

如果用saying，逻辑主语是主句主语，错，排除AD。

正确答案C，which没有指代问题，就近指代oil industry。

按选的A，不过仔细看看应该选C，虽然which用的不好。可是saying 逻辑主语应该一直。那就改变原句的意思了。

伴随状语的几个特点:
1-在句子中应该是一个独立的成分，跟主句存在一定的逻辑关系
2-伴随状语一定是和主句谓语动词相比，并且伴随状语的意义居于次要地位
3-伴随状语中的动作和主句动作同时发生
4-伴随状语中动词的主语和主句中谓语动词的主语相同

icare1的說法也有道理.
可是S+V+O, v-ing...中的present participle phrase一般都是做隨伴(結果)修一個verb/整句.
OG/Prep上, 只有一道題是修名詞. 那題比較特殊, 因為謂語是be, 所以沒有做隨伴(結果)的可能, 只能修名詞.
至於industry says something在nytimes.com上常見
常見不等於ETS接受, 可是company/organization says something很common在OG/Prep上, 所以我覺得ETS應該也會接受industry says something的用法.

which一般都是就近修饰前面的名词的,不同于doing,如果做定语也是一般修饰前面名词,这时候一般doing前面没有逗号,而doing经常在句尾作状语,前面有逗号,这时就修饰主句主语了

saying 确实是一个状语啊，而且逻辑主语就是proposal吧。
proposal 对oil industry的反攻（counterattack就是move）表示担忧，认为其会加剧燃料的供应问题。

救命啊，又是这样，到底选A还是C，都不好意思老是这样问了。我是选A的，但是看了前面的帖，说伴随的要跟逻辑主语，那就是跟PROPOSAL咯。那很明显A就错了，但是怎么又有人说PREP选A啊？我的PREP怎么没有这题？？？？？？是哪个版本的PREP？

这不是改变原句重心，应该尽量尊重原句原意。
原句（A）。。。。。。，saying。。。。。。
前人在Prep中讲到：现在分次结构在句尾注意：通常优先作定语修饰名词，如果不符合逻辑，则是做状语修饰句子。
而且也讲到：分次做后置定语修饰名词是最简洁有效的表达方式。
A 中saying正好尾随 industry，虽然有“，”这个瑕疵，怎么看也是优于C啊。
最近有没有NN可以抽空来一下哦~

choice (a) uses a COMMA + -ING modifier -- a very common construction -- and uses it incorrectly.

(c) actually, "which" should indeed refer to the oil industry, because the oil industry is saying that the proposal will exacerbate the nation's fuel supply problems.
this is a response to the proposal, not the content of the proposal itself.

so, "which" is used totally correctly here.
