从句意看，应该选C
我个人感觉“句子+，ing”的成分，ing多表示前面分句对后面的影响，而这里say是动作发出着，saying that后面对内容确实是the oil industry说的。所以我感觉还是C好。一个行业也是可以说话的阿。
如果表示伴随，我倾向于这么说这个句子，

这里显然不是表结果，勉强算作功能伴随。
题目所要表达的逻辑意思如果真的是C所说，那么重心就在which前面的部分，可是，显然这里要要重点表达的是which后面的部分

我原来也选的A，现在支持C了，
saying作为伴随状语，要修饰一个动词，且saying的逻辑主语要跟这个动词的逻辑主语相同，这里saying伴随spark，逻辑主语是proposal，所以不对
同意,C最好,A不对.
注意这句要看句子意思，是oil industry 说这个行动会扩大国内燃料供应问题。如果用A中的saying的话很可能修饰前面句子 proposal,所以这里没有which says好所以放弃A选Ｃ
