the cost down doesn't directly mean to the increase of efficiency.
Althoug the price of oil is down, but other factors such as cost of production probably is higher, for example, the cost of power could be much higher than that before the oil price decrease because of the shortage of power supply. Therefore, althogh the cost of oil is down, but the efficiency of the plant could decrease due to the negative effects of other factors.
