答案是E: 很显然, 别的选项都不怎么合适.但我的问题是E选项中的SUBSIDIZED, 用的无论是过去式还是过去分词都不合适啊? 会是我题目不对,还真是水平差了......

答案应为E。

你把public nurseries and kindergartens理解成便民服务好了，subsidized就是分词，修饰名词成分。
