但是为什么不选择 D呢？

我的理解是，not reflecting 做状语

作状语?是表示伴随方式还是伴随结果?The attorney turned down the law firm’s offer 是主句, not reflecting a commitment to minority hiring and eventual promotion如何修饰主句?是修饰turn down表示伴随方式呢还是修饰整个主句表示伴随结果?这里都说不通
