1. A farmer要用水，但是水有限，如果还种了树那水更少了。要削弱就要说明种树不会让水更少，也就是种树不用很多水
2. 部门总数不变，当退休x只有0.5x的人能去当，长此以往就没人了
3. tollway是收费的，所以政府以后拥有收费权，而不是企业拥有，这样就可以弥补修路时的支出

2.不招人 同时符合条件的领导了一半 结论是很多部门明年都会没有领导
解释 没有存在足够的单个领导可以领导几个部门的情况
