纠结在b,c,使用平行结构还是状语修饰呢?感觉都说的通啊

这题明显选D吧。。。

首先allow是在说legislation的内容,而不是在说enable的目的,所以不用to do修饰enable,而该用定语修饰legislation,排除AB;
其次allow sb to do sth,不存在allow sb that的用法,排除C,而allow that sb could这个用法中allow是接受、承认的意思,与句义不符,排除E

正确答案显而易见是D。

如果你纠结的点在于B选项后面and与C后面without的部分,简单来说without做状语修饰vote,指的是vote的时候不需要交poll tax;而用and是在表达两个独立的事,后面的did not have to pay poll tax仿佛跟vote是分开的两件事。这里句义上显然是前者更为合理。

我举个例子吧,比如你新开了一家餐厅,想要搞新客户免费喝啤酒的促销,你应该说:
New customers can drink beer without paying anything.
意思是啤酒免费畅饮。

但如果你说:
New customers can drink beer, and they don't have to pay anything.
意思就变成了:新客户可以喝啤酒,并且他们什么都不需要付钱(不限于喝啤酒)。很有可能你要大亏。
