首先allow是在说legislation的内容，而不是在说enable的目的，所以不用to do修饰enable，而该用定语修饰legislation，排除AB；
其次allow sb to do sth，不存在allow sb that的用法，排除C，而allow that sb could这个用法中allow是接受、承认的意思，与句义不符，排除E
正确答案显而易见是D。
如果你纠结的点在于B选项后面and与C后面without的部分，简单来说without做状语修饰vote，指的是vote的时候不需要交poll tax；而用and是在表达两个独立的事，后面的did not have to pay poll tax仿佛跟vote是分开的两件事。这里句义上显然是前者更为合理。
我举个例子吧，比如你新开了一家餐厅，想要搞新客户免费喝啤酒的促销，你应该说：
