题目讨论是不是new safety regulations让事故中的人更安全，DE都有一定影响，D可以说不是new safety regulations的原因、而是速度限制让事故中的人行驶更慢所以受伤程度轻；E往受伤人数去了、也可以解释为医院里重伤的人减少了是因为受伤的总基数减少了（同时想起那道经典的受伤人数 VS 受伤程度不是一码事的题目）。这题结论说的是让受伤当中的人怎样怎样了、不是应该在受伤程度上分析吗？正确答案E

the annual number of drivers and passengers hospitalized overnight or longer for injuries sustained in automobile accidents has steadily declined 说的是因为车祸导致住院的倒霉蛋数量少了，所以题目的逻辑是：新的措施导致车祸住院的倒霉蛋减少，很明显的gap是车祸住院的倒霉蛋减少是不是由于车祸数量少了造成的，E排除了这个可能，事故发生总数并没有减少，但是住院的倒霉蛋数量少了，说明新措施确实起到了效果，满足所问
