答案：政府应该保证（不能阻止）收入大于成本，(只有这样才会有profit,这不是问假设马？）

其实我觉得这到有点象假设题,因为答案中全部用的都是虚拟语气,而从句子的意思来看,问题是要求找到由题目中的已知信息可以推知的信息,即没有在题中阐明,但已暗含其中的信息,也即使题目中的结论(应由私人企业接管)成立的必要条件.
这题不是一般的归纳题目,注意题目中已经给出了条件和结论.而不是给出了一组条件,问结论
