有一个生物科技公司的CEO给Z这个城市的City Council做了一个presentation：new biotechnology companies 可以帮助已经繁荣。new biotechnology companies 要能创造innovations要有两个条件，一个是要有研究人员，第二个是要有lab with necessary equipments. Z城旁边有一个M城，Muniversity graduates, 成立了一个成功的newbiotechnology company. 但是M城没有远见，把M城的lab关了。你们应该给lab提供financial support, 这样的话能鼓励Muniversity graduates来Z城开new biotechnology companies.
